Boss' boss played "little emperor" games. Didn't want anyone else knowing how to do what our group did (distribution facility floor simulation). Others wanted a tool that would let them answer the simpler questions themselves. He'd brought me on to show he was trying to do that, then hobbled me to show it wasn't feasible. His subordinates (the level of my boss) pumped him up to external organizations to get him promoted out of the department. Also, the 12 tenets (or whatever) were used more often as weapons than as guide stars.
