Some managers really don't know well about their direct reports. Promotion often is at the discretion of the manager although you are very good at your work. Many times, the manager would prefer to give you excellent performance rating instead of promotion just because he doesn't want to promote you until another 1-2 years or he doesn't think that you are ready. They will not be able to retain good employees if they don't promote them timely.
