Toxic leaders are tolerated. P&C interventions for abusive leaders are minimal/ineffective. If you have a toxic manager, there really isn't anything you can do about it other than move to another team or leave the company. Career progression is limited (because most people stay at Roche for a long time, there aren't many openings higher up).
