"Hire and Fire" mentality year-to-year makes for very unstable workplace environment and makes veteran mentorship mentorship difficult to find. Extreme schedule volatility based on budgets where you can be scrambling for work one month and overloaded the next. Engineering has little say in planning stages, and technical debt is ignored which inflate cost and schedules each successive program.
