Some marketing departments are micromanaged to the point where people are afraid to speak up. You cannot run an organization based on fear. When every email and every webpage needs to be reviewed and approved by upper management you have an organization that is not empowered. People not valued do the bare minimum to get by. Communication in some departments is sorely lacking.
