Managers were too competitive and political which resulted in confused metrics, goals and handballing of support issues. In particular, setting KPI targets that didn't reflect the aims of the work & showing a basic understanding of IT support. The managers simply forgot to renew several contracts (they then panicked when replacing the staff).
