Depending on which team you are in, it can be very bureaucratic. Some managers should not have been hired or promoted but they did. Company pace can be slow. They don't hire enough high potential and well educated people to drive growth. Value experience (years of working time) more than education and intelligence, which is a mistake. Senior people at important position but do not have the leadership to attract talent and drive business. Culture can be political.
