Employee recognition was based on popularity and sub par qualifications (most were recognized for merely performing the basic functions of their job and/or less than spectacular efforts). Deflecting accountability and ownership of poor decisions increased exponentially as you go up the hierarchy in the organization - a primary cause of diminishing morale.
