Hike will be always delayed. HR team is very slow. They take years to process any thing. No value to employees. Be it a performer. Be it a non-performer. You are like a mostiquo to managers. Arrogant and unfriendly managers. If you want to leave the company, you are no less than an enemy to company. that is worst thing you can do in their perspective.
