Multiple different types of job opportunities, will maintain job if contract is lost

Slow to promote. Have been here 6 years and received 1 raise. Say raises are based on performance, and measure irrelevant metrics for consideration, no pay increase for inflation. Continually moving employees from one program to another, as contracts are lost. Pressure on employees as they’re understaffed, no workplace morale. Can either luck out and get a good manager, or get one that only cares about performance and will not support you, which is to say that the company doesn’t prioritize supportive management training.
