Management is very cut throat. You leave work pulling the knife out of your back. If you are not a minority you can't expect to get into management. Minorities that are management are not held to the same degree of responsibility as their non-minority counter-parts.There is no consistency across the states on HR matters, even with the recognition that each state has it's own laws.
