Stores are often run with 2 employees (manager and cashier), allowing for zero time to assist customers when needed. Directives change constantly (i.e. what is okay one week is not permitted the next week and is ever-changing). Little communication from the top on some important directives, so you end up looking ignorant when approached by an outside vendor regarding the issue in question.
