There is plenty to learn. Innovation is sometimes encouraged, which is good.

The culture is way too adversarial. Critical decisions are too heavily influenced by interdepartmental political. Talented individuals very quickly choose to work elsewhere, leaving the few remaining experts with twice the responsibility, including the responsibility to train less-than-ideally-qualified newcomers. Qualcomm would basically hire anyone, regardless of qualifications. The pay is also relatively low, compared to salaries offered elsewhere.
