Senior and Executive TA leadership lack the required creative and strategic skills to win in the marketplace and thus rely on a "winning through operations" approach. They simply do not understand recruiting, and most especially, recruiting in the cleared space. This has resulted in a miserable TA culture that doesn't feel heard or valued and now has continuing turnover, a lack of confidence in the function, and a cabal of insulated leaders at the top.
