Ranking is sort of like playing in recreational league where you self-referee, the level of play is always one or two levels above the level of officiating (i.e. management) Not possible to do a good job because too much to do and nobody wants to hear it. If you raise concerns about not having enough time or resources, management will keep leaning on you until you change your answer.
