Pros

Had some very large and interesting jobs. Alot of very hard mid-level staff.

Cheap - when I worked for them in the mid 90's - we had a computer room! You had to sign up to use a computer! How ridiculous is that? For scientific work. Very old furniture from the 1970's. Too cheap to upgrade. Staff had to share very small offices - 2 or 3 people each. IF you were not 100% chargeable you went home without pay! Management kept too much to themselves and allowed very poor project management to go rampant. Too many layers of management. Program Managers basically did nothing. One of them watched TV in his office all day!
