Regarding IT industry, ICF, especially on government site, is a good jump board for either junior IT guys or a good place for your retirement. Though there are a few growing IT guys staying there for long time, but, trust me, they have not too much space in their tech improvement. -- if you want to stay in tech track and want to keep up with the super fast world, stay away from ICF IT, at least not stay on the government site - try to get into HQ.
