Leadership on the non-Federal side needs to be addressed. Some leaders just don't have the leadership skills and others are far too unavailable to support success. This creates roadblocks in day-to-day operations. System performance has gradually decreased for over a half year. Not enough development resources to execute upon all the requested work, so timelines for completing work are long.
