Technology for operations staff (e.g., employee scheduling, CAD software, internal communications) is antiquated and inconsistently used. Training for ops. staff is poor, slow, or non-existent. System facilities and revenue vehicles are dirty and damaged. Non-revenue vehicles are poorly maintained. Departments are kept in strict "silos," with only top managers allowed to discuss issues. Because system is fare-free and police are ineffective, many routes are basically homeless shelters. Buses are taken out of service on a daily basis due to feces, urine, or vomit.
