It means creating pixels or playing cricket or debating for better ideas even at a roadside tea-stall can be done simultaneously if you have strong work/ team culture and better understanding among employees.

Everyone should be given more flexibility and openness while debating/ discussing with ideas/ thoughts with others even if he is wrong. I believe an opportunity to debate or share different thoughts freely makes an employee more integrated to his work and helps him finding the rational one. Also better employee benefits should be focussed on.
