There were two large negatives at FCPA. Japan often pushed down initiatives with little regard or basic understanding of what that means for the workforce. The CEO is involved in all decisions because there is no trust of management and staff. Managers and other executives are only expected to follow orders regardless of the impact on the workforce or company. It is a culture of suspicion, and gossip.
