Upper mgmt's does not value or honor recommendations of those they put in place to be SMEs and prefer to micro manage and follow their own oft misguided direction based on knee jerk reaction devoid of any logic. Contradiction seems to be a way of life. Often feel as if opinions suggestions are viewed as adversarial and promotes a do as you are told and do not questions menality. Break up/recreate teams without any consideration to assuring there is adequate coverage for their area of support, ie on call every 2 or 3 weeks.
