the higher pay attracts people; but they have used up most of the pool of decent drivers and spit them out.

I have seen; they dont want good drivers/workers, they want ones that will kiss their butt. Some of the worst employees that no one else would want, last the longest and get moved up the ladder quick; because of who they know and what they're wiling to do for that.
