No one will stop them when such “colleagues” offend people. You have to be ready to defend yourself whatever that means. - How people are promoted is a long story. In short: if you don’t like to be anyone’s friend and a lovely manager’s toy then it is not for you. If you are nobody in programming but a yes man you are about to be promoted. Other people will be assigned to fix your bugs. If they will tell something to you just tell about it to your manager and you will see how it works! - If you try make things better the company may do not what you could expect. - If you are smart you will be seen as a threat are all your achievements will be ignored but ones you did mistake it will be really celebration and topic of discussions, jokes, and so on.
