You have to make your own case for being promoted - literally a powerpoint that gets sent to upper management where it will get ignored. Draper proudly pays consistently less than commercial competition (FAANG or anything one tier below). Engineers have been using Draper as a stepping stone to FAANG companies, resulting in a consistent drain of talent.
