Goals are frequently unclear, there's a chaotic approach to meeting project deadlines which is driven by a climate of veiled threat from senior management. Technology decisions have been rather poor in the past, but that seems to be getting a little better. The management assess technology on the basis of the experience they had trying to manage it, not on accepted experience within the industry, so there's an attitude of "we tried that and it didn't work". It never seems to occur them that they might have mismanaged and/or misunderstood the adoption process.
