The site head has created a work environment based on fear of being fired, and the HR team has helped him to build and perpetuate this environment. And unfortunately, that's pretty much the only thing the HR department does - good luck getting them to answer you or respond to any issues unless they think it's an opportunity to fire someone so that they can fake that they actually do things.
