If you want things to change, you need to give teams the chance and means to accomplish goals. Some senior managers use fear and threats to motivate their teams, this doesn't work. Instead of motivating your employees, you make them scared to try new things and nervous about approaching you. Do not expect your team to catch sharks when you only give them a tiny net and tell them to stay on the shore.
