Senior management is stuck in the 90s. Buy a company, send the work to India. Lots of acronym soup in all hands meetings that don't really translate into how employees can make a different. Many fight the transition to Scrum. Internal IT is outsourced (this is crazy), so they tend to pile on as many "security" tools as possible, leading to lots of conflicts, delays in getting issues resolved, etc.
