Company doesn't really know what it wants to be consultancy or products business and so tries to be all things to all men on a shoestring budget. Different departments are completely isolated from each other so there could be other people in the company trying to solve a very similar problem to what you are working on but you wouldn't know and so you end up building something twice. If you do try to work across departments, it gets very political. You are expected to do extra things to help the general development of the company but everyone is resourced at >100% so this has to be done in your own time.
