I'd solve it by force ranking and then deleting 20% of the sub par units or line items. This is how Rain Bird would approach the problem (work force units).

I like that method, so does Rain Bird- brute force. Bully employees and then start to fire them as soon as there are rumors of a bad economy coming. I bet RB is no longer hiring many people or filling vacant positions, and I bet there will soon be a massive lay off of current employees due to the worry of a recession.
